Dennis A. Zebell, P.E.
Senior Civil EngineerDennis Zebell is a Senior Civil Engineer with over 30 years of experience in the fields of water resources, water and wastewater with specific expertise in the design and construction management of dams, levees, storm sewers, sanitary sewers, water distribution, pumping stations and storm water management. Dennis has a Bachelors of Science Degree in Civil Engineering from Michigan Technological University and is a Registered Professional Engineer in the states of Indiana, Michigan, Illinois and Colorado. Dennis has been involved in a significant number of dam rehabilitation projects for the Indiana Department of Natural Resources (IDNR) and the Indiana Department of Administration (IDOA) including the Goshen Pond Dam in Goshen, Indiana; the Sylvan Lake Dam in Rome City, Indiana; the Jimmerson Lake Dam near Angola, Indiana and the Koontz Lake Dam in Koontz Lake, Indiana. Dennis has also been involved in FERC regulated dam and hydroelectric facility analyses and studies. Mr. Zebell’s experience includes numerous storm, sanitary and water projects for various municipalities in the state of Indiana including the Town of Griffith, City of Mishawaka, City of South Bend, City of Goshen, Town of Highland and others.
Randy J. Lindley, P.E.
Senior Civil EngineerRandy Lindley is a senior civil engineer with over 30 years of experience in wastewater, water, and storm water planning, design, and construction. Mr. Lindley has managed and provided engineering expertise for a variety of municipal engineering projects including wastewater and water treatment process analysis and design; sanitary sewers and pump stations; water system supply, storage and transmission; storm sewers and pump stations; water quality studies; regulatory permitting and coordination; project funding agency coordination; sewer use ordinance preparation, and value engineering. Mr. Lindley’s experience includes a variety of projects for municipalities including the City of Whiting, City of Mishawaka, City of South Bend, Town of Hamlet, Town of Highland, among others. He has managed hundreds of projects of various sizes and complexities, some with construction costs exceeding $10 million. Mr. Lindley received his degree in engineering from Purdue University, West Lafayette, Indiana. Mr. Lindley is a registered Professional Engineer in Indiana, Michigan, and Wisconsin. He also holds a Class 4 and D wastewater operator’s license in Indiana as well as being a Certified Professional in Storm Water Quality (CPSWQ).
Jeffrey L. McKean, P.E.
Senior Civil EngineerJeffrey L. McKean has over 19 years experience in the water and wastewater fields. Mr. McKean has a Bachelors Degree in Civil Engineering from Southern Illinois University at Edwardsville. Mr. McKean has served as project manager for a variety of water and wastewater projects from the planning phase through design, permitting, and construction phases. Mr. McKean has prepared Preliminary Engineering Reports for various funding agencies including State Revolving Loan Fund, Rural Development, and Indiana Office of Community and Rural Affairs. Mr. McKean is a registered Professional Engineer in the States of Indiana and Michigan. He is an active member of American Society of Civil Engineers, Water Environment Federation, and American Water Works Association.
